LA and Oakland have higher crime rates than the other cities. Since black men are disproportionately represented in the criminal population, areas with higher crime rates will have higher gaps. Additionally, there are significant gang populations in these areas. Because gangs tend to recruit along racial lines, this further adds to the disparity vs areas with fewer/smaller gangs.
