"negative rights": the government is not allowed to stop or punish you from doing something. "positive rights": the government is obligated to facilitate you doing something. "natural rights": nothing inherently stops you from doing something. (Constructive discussion welcome.)

Well, that's one way you can slice it; but the UDHR and most legal traditions' understanding of human rights doesn't make that distinction in law, and I'm not sure how it's useful to this discussion here?
