I'd assume because they're using the share feature: https://support.apple.com/guide/iphone/share-an-airtag-iph41... You can also turn them off altogether in Settings > Notifications > Tracking Notifications.

I should have mentioned - I'm on android, she's an iPhone user. Afaik there is no way to do this without also having an iPhone.
