I would counter that. I would say (good) web design has gotten simpler in the 32 years I've been doing it. The last few years where the browsers all started to cooperate on standards has made life a lot easier. CSS has gotten smaller because of better selectors, and HTML is simpler and more readable thanks to more semantic tags.
