Often, tests and maintenance are just ignored or not calculated in as cost (be it time, money, effort or otherwise). It is almost in the same realm as "I don't know why it works" which is as dangerous as "I don't know why it doesn't work".

The costs at a non-Google level are relatively low, and probably worth ignoring.
