Not as efficient but uBlock Origin in advanced mode lets you get fairly close, although not with quite as fine grained control from the main UI (however you do get very detailed control via the logger and directly writing rules). The one thing I've had an issue with is that replacing a frame with a link to popup the frame in a new window seems to not work the same, at least last I checked maybe a year ago (the easily available method didn't do quite the same thing as uMatrix and I gave up before figuring out if it was possible to get uBO to do the same thing via some means). This mostly means that I've had to run google javascript on sites with embedded YouTube that I didn't before, but otherwise there hasn't been much difference in practice once I got used to the uBO way of doing things. The other major issue for me is the lack of the "ruleset recipes" as far as I can tell that means you need to reload a bunch of times if you start blocked an only allow certain stuff (such as the YouTube videos) for a particular session. I have left more scripts always enabled because of that even when I don't need them much of the time.
