Another common reason is: it doesn't fit our culture. Or variations on that theme, like: we don't have people who could support it because we don't have people who understand the programming language X is written in.

Obviously, the list of possible reasons (good, bad, whatever) is potentially very long. It's enough to consider a sufficiently large list of such reasons to understand why you might not be told a reason or reasons.
