Pakistan includes both West Pakistan (currently Pakistan) and East Pakistan (currently Bangladesh)- based on 1947 partiton, until 1971 when India helped Bangladesh gain independence from Pakistan.

Both 'Pakistans' had a responsibility to protect minorities as per Nehru - Liaqat pact, and they both failed.
