What are the differences between OpenBSD and Linux...
Docker can be run via a linux vm nowadays on OpenBSD. Obviously this isn't ideal, but it's roughly how docker functions on macOS and Windows.

The user experience of docker-via-VM on the BSDs (well, FreeBSD at least) is really sub-par compared to Macs or Windows, and all three are pretty rough in some areas compared to native linux.
